About the Founder
Celegrande Consulting LLC was founded in October 2006 by its managing partner, Cecelia (Ceil) Dawe-Gillis. She is a retired Naval Officer with over 30 years experience in program development, implementation, and evaluation. Her experience in quality assurance and risk management is easily transferred to grant program implementation, oversight, and monitoring. She spearheaded local level preparation for successful Navy Medical Inspector General and Joint Commission inspections which prepared her to objectively assess whether your program is on track. Ceil is a graduate of the University of Pennsylvania School of Nursing. She has a Masters of Science degree from the University of Arkansas School of Engineering in Operations Management and a Masters of Science in Community Health Nursing from the Catholic University of America.
